The XRP Ledger is preparing for a significant network upgrade intended to address existing code issues and improve system stability. The proposed fixCleanup3_4_0 amendment has received approval from 29 of the network’s 35 trusted validators, with activation anticipated on October 23.
Meanwhile, proposals to introduce on-chain lending and expand digital asset management capabilities are progressing more slowly through the governance process. If approved, these features could strengthen XRPL’s decentralized finance ecosystem by giving users access to lending and other financial services directly through the network.
The fixCleanup3_4_0 amendment is scheduled for projected activation at 09:34 UTC on October 23. According to its amendment tracker, it had received 29 votes by October 9, with the tally unchanged as of October 19.
The upgrade combines several technical improvements for XRPL’s developing DeFi infrastructure. These include adjustments to precision and rounding in vault deposits, withdrawals, and clawbacks, as well as changes to freezing mechanisms, authorization, credentials, and destination handling for Single Asset Vaults and the Lending Protocol.
XRPL amendments must maintain more than 80% validator support throughout a 14-day voting window to qualify for activation. Votes are recorded at flag ledgers, which are generated approximately every 16.5 minutes. As a result, an amendment activates at the first eligible flag ledger after the voting period ends, rather than precisely when the 14 days expire. The ledger’s recorded status is authoritative if it differs from the tracker.
The October 23 activation forecast depends on validators maintaining the necessary support. If the amendment goes live as projected, it will implement the cleanup changes but will not automatically enable the proposed lending market. The xrpld 3.4.0 release identifies LendingProtocolV1_1 as an extension designed to support closed-ended vaults and cash-basis accounting.
Under the proposed Lending Protocol, depositors would finance fixed-term, uncollateralized loans through a Single Vault managed by brokers. Borrowers would repay according to agreed schedules, while credit assessments would be conducted off-chain. The current design does not include automated on-chain collateral management or liquidation mechanisms.
Some brokers could supply first-loss capital, allowing them to absorb defaults before losses reach depositors. However, this protection would not eliminate lending risk. In one documented scenario, a default involving 1,090 tokens results in a return of 10.9 tokens and a remaining vault loss of 1,079.1 tokens.
If a borrower fails to pay on time, a grace period applies before the broker can declare the loan in default. This distinction is important because technical readiness does not equal governance approval. The cleanup amendment addresses implementation issues, while separate validator votes determine whether Single Asset Vaults and lending-related amendments can be activated.
RLUSD payment and settlement initiatives are advancing independently of the lending proposals. Ripple’s API partnership with Cross River is one example of activity in this separate area.
The next step for fixCleanup3_4_0 is the first qualifying flag ledger following its 14-day voting period, assuming support remains above 80%. Both Lending Protocol and LendingProtocolV1_1 must independently reach 29 votes and maintain the required support before their activation countdowns can begin. Single Asset Vault needs at least eight additional votes compared with its October 19 tally.
Validator governance therefore remains the decisive factor in determining when XRPL’s lending capabilities can expand. The cleanup amendment has a projected activation time of 09:34 UTC on October 23, with voting status continuing to be assessed at flag ledgers roughly every 16.5 minutes.
Overall, the progress reflects ongoing work to improve the XRP Ledger’s reliability and expand its functionality. Although lending features still require separate approval, future upgrades could help XRPL develop beyond its established role in payments and settlement.
