Cardano Treasury Faces $5 Million Copper Bet With a 49% Break-Even Hurdle
Toto Finance is asking Cardano’s community to allocate 22 million ADA, worth roughly $5 million, toward a tokenized copper reserve. Under the company’s projections, the investment would require copper prices to rise nearly 50% for the treasury to recover its initial contribution if the full budget is used and ADA’s dollar price remains unchanged.
The proposal, named the Cardano Strategic Copper Reserve, aims to bring physical copper onto the blockchain through tokenization. Community members can vote on the funding request until Nov. 15.
Toto Finance specializes in converting physical commodities into digital tokens. Copper is often referred to as “Dr. Copper” because its price is closely watched as an indicator of industrial activity and broader economic growth.
Two-Thirds of Funding Would Purchase Copper
Under the plan, approximately two-thirds of the requested ADA would be used to purchase exchange-grade copper stored in a COMEX-approved warehouse near New Orleans. Each verified pound of the metal would be represented by a digital token called CuTT.
The copper would remain in storage for 18 to 24 months before being sold gradually over the following year. Toto plans to return the net proceeds and any unused funds to Cardano’s treasury within 36 months.
However, the arrangement does not guarantee that the treasury will recover its original ADA contribution.
The remaining funds would cover storage, insurance, auditing, oversight and project-related services. If the entire budget is spent, copper would need to climb approximately 49.4% for the treasury to break even, assuming ADA’s dollar price does not change.
The proposal calculates a copper purchase price of $6.73 per pound and a target selling price of around $10.06. Spending less than the allocated amount would reduce the break-even requirement, while a stronger ADA price would increase the copper appreciation needed to recover the contribution’s value in dollar terms.
Toto Cites Potential for Copper Price Gains
Monty Metzger, Toto Finance’s founder and chairman, told CoinDesk that copper could offer substantial upside, although he acknowledged that prices can also fall.
“Copper has significant upside potential, with bullish scenarios projecting approximately 30% annual appreciation. At that rate, copper would appreciate 69% over 24 months, potentially more than covering the 49.4% break-even threshold. Of course, commodity prices can also decline,” Metzger said in an email.
Metzger also said Toto would not directly profit from the proposal. He attributed much of the additional expenditure to Cardano’s constitutional requirements for governance, oversight and auditing.
The budget earmarks 2.64 million ADA for technology and project management, plus an execution fee of 441,732 ADA. Toto could receive another 278,291 ADA through margins on third-party storage and insurance invoices, with those payments included in the operating budget.
Together, these amounts could reach approximately 3.36 million ADA, representing about 15% of the total funding request.
Toto Keeps Commercial Rights to CuTT
Toto would retain the commercial rights to its CuTT platform and revenue from the separately financed token business. Cardano’s treasury would receive returns from copper sales and the recovery of unused funds.
Metzger said Toto intends to grow the business to “$5 billion in tokenized copper assets,” adding that “Cardano could become our flagship showcase.”
The tokenization process would begin on Ethereum, where the tokens would be minted and locked in a bridge designed to facilitate corresponding issuance on Cardano. The required smart contracts and security assessments have not yet been completed.
Metzger explained that real-world asset tracking platforms have “historically focused heavily on Ethereum-based assets.”
Toto would legally own the physical copper. Metzger said the treasury would be protected if the company failed through “an independent collateral agent and first-priority security arrangements,” but did not disclose the identity of the proposed agent.
Funding Request Tests Cardano’s Remaining Treasury Capacity
The proposal arrives as Cardano approaches its current treasury withdrawal limit.
A 500 million ADA withdrawal cap applies through approximately July 2027. As of Oct. 16, withdrawals had already reached 457.4 million ADA, leaving the copper proposal to consume slightly more than half of the remaining capacity.
Under the existing framework, returning investment proceeds to the treasury would not replenish the withdrawal allowance.
The proposal also faces a significant governance challenge. In late May, the Cardano Foundation requested 7.8 million ADA to fund its 2026 summit, but the proposal received only 65.21% support, below the two-thirds majority needed to pass. The event was subsequently canceled.
Toto Finance is requesting nearly three times that amount. With voting closing Nov. 15, community members must weigh the potential benefits of tokenized commodity exposure against the substantial break-even hurdle, operational costs and uncertainty surrounding future copper prices.
